Digital enablers of the global economy

Digital technologies have transformed the global economy. This paper discusses three underlying digital enablers of economy and challenges they pose for policy makers: (1) Online platforms, which support transactions interactions but are also disrupting existing consumer competition frameworks; (2) Cross-border data flows, facilitate trade co-operation amplify concerns that motivated countries to place conditions on these flows; (3) security, should be prioritised embed trust into economy, has often remained an afterthought owing knowledge asymmetries across market. Given all international in nature, a response is needed address them. The OECD well-suited foster countries’ ambitions frameworks.
